Analysis Paralysis: Writing Strong Investigatory Findings

OIG attorney investigators Madeline Buitelaar and Ilona Turner will present “Analysis Paralysis: Writing Strong Investigatory Findings,” at the California Public Employers Labor Relations Association (CALPELRA) 2024 Annual Conference in Monterey. The conference, which includes general sessions and approximately 80 concurrent sessions, will take place from November  12 -15.

Program Description

After the information-gathering of an investigation is complete, the hard work really begins. The investigator must analyze the evidence and explain the findings, which is often considered the most difficult part of an investigations. In this interactive session you’ll learn how to go beyond mere recitation of the facts and conduct a well-reasoned analysis that shows you considered the most compelling facts supporting both sides. You’ll learn how to start with clear scope question and how to understand and apply the standard credibility factors. Madeline and Ilona will review examples of well-written findings as well as less-well-written findings and lead a discussion of ways to improve the poorly written findings. You’ll also learn to write findings addressing nuanced issues, such as microaggressions and intersectional claims.
