OIG announces the addition of Attorney Jack Morse to our team. Jack focuses on conducting impartial workplace investigations. With deep experience investigating law enforcement, he is also available for police monitoring and to do investigations involving police practices. He is based in the Los Angeles area. Jack is the fifth attorney investigator to join OIG since February.
“OIG is experiencing significant growth, and Jack’s background and experience enhances and expands our team of highly skilled professionals,” said OIG Managing Partner Amy Oppenheimer. “Jack has an impressive background conducting high-stakes investigations that uncover root causes of conflict, as well as guiding law enforcement and other public and private organizations on how to reform their standards and practices.”
Jack joins the firm from the Orange County Office of Independent Review (OIR), where he conducted investigations, policy reviews and reporting to assist the public and the Orange County Board of Supervisors through the OIR’s oversight of five county agencies: sheriff’s department, public defender’s office, district attorney’s office, probation department and social services. For more than seven years, he worked in the U.S. Department of Justice’s Civil Rights Division, where he guided all aspects of complex “pattern or practice” investigations regarding law enforcement matters. He has also worked for several law firms based in Southern California, where he represented corporate entities in complex commercial business disputes and major hospitals and healthcare providers in litigation and arbitration. Prior to practicing law, Jack was an award-winning reporter, photojournalist, paratrooper and a public information officer for a global medical assistance agency.
In addition to his legal practice, Jack is a volunteer reserve officer with the Los Angeles Police Department. He is admitted to practice law in California and Georgia. Jack received his J.D., magna cum laude, from Georgia State University College of Law and B.A. from the University of Georgia.
