In a new opinion piece for The Atlanta Journal-Constitution, OIG Partner and Attorney Investigator Jack Morse argues that rewriting policy is not enough to reduce harm or change dangerous behavior. Looking at reforms adopted by the Atlanta Police Department, he makes the case for other agencies and public safety organizations to adopt independent review, scenario-based training, body-worn cameras, clear thresholds for force, and audits that lead to concrete action.

Jack brings deep experience to this work. At OIG, he investigates allegations of police misconduct as well as misconduct in the workplace. And, as an Oversight Director for the Police Oversight Commission and with experience as a reserve police officer in Los Angeles, he advises public safety organizations on use of force, search and seizure, and bias-free policing and investigates those matters as well.
