OIG attorney investigator Jack Morse will be presenting to a class at the University of San Francisco School of Law on the subject of investigating excessive force claims against police, including DOJ pattern and practice investigations. Drawing on his prior experience at the US DOJ, as well as investigations he has conducted as a third-party neutral investigator, Jack will speak about the mechanisms available to hold law enforcement agencies accountable for excessive force claims. He brings expertise in police-related investigations, including navigating the Police Officers Procedural Bill of Rights (POBOR) and Firefighter Bill of Rights (FBOR).
